Our History

The Hogue family has been a presence in the Yonkers Community for more than a century.  We are so deeply rooted within the fabric of the city that our connection is innate.  Seeing a need for energetic, nonprofit work in this area, we formed our organization to provide sensible solutions.  Individually, we have and continue to make contributions to the community, collectively, our work has just begun.  It was the overwhelming desire to give back to the community which led to the development of The Hogue Foundation by Shannen and Doug Hogue. Hailing from a long line of those who served, be it in the armed forces, law enforcement, grass root organizing, and volunteerism, the Hogue name is synonymous with community. For the Hogue’s, family has always been paramount in our success. This sister and brother duo were both born, raised, educated, and still working within the City of Yonkers. They are no strangers to hard work and understand the importance of working together towards a common goal.  Belonging to a long line of marginalized student athletes, we recognized the obstacles and disadvantages faced by many of the youth in our community. For these reasons, we decided to begin our work here and create change!

In 2002, Shannen was the first woman in her high school to receive a Division I basketball scholarship. The oldest of 9 is now a Police Officer in the city of Yonkers where she has the pleasure of working in the community Affairs Division.  Shannen is also girls' basketball coach who prides herself in motivating young women. 


Shannen serves on the City of Yonkers African American Advisory Board and is the liaison between the police department and the city’s LGBTQIA advisory board. She is a John Jay College alumnus and also holds a bachelor's degree and master's degree in forensic psychology. In June of 2022, she was awarded wall of fame status at Roosevelt High school (her alma mater).

In 2007, Doug was awarded a Division I football scholarship to Syracuse University. He is a former NFL linebacker where he played with both the Detroit Lions and the North Carolina Panthers. Doug holds a bachelor's degree in education and is a Syracuse University Alumni. 


This devoted full-time father and husband prides himself on being an energized educator. Currently Doug coaches for the Yonkers Force consisting of four high schools in the city. He spends his days in the high school classroom teaching our youth and giving them as many tools as possible as they prepare for the real world. Based on Doug's work on and off the field he was awarded Hometown Hero status in 2021.

 Kimberly Wilkerson is a human services professional with over 20 years of experience supporting youth, families, and justice-involved individuals. She currently works with high-risk youth facing mental health and substance use challenges as a High Fidelity Wrap Coordinator at Westchester Jewish Community Services. Her background includes

Her work emphasizes student voic

 Jessica Ford is an award-winning educator with over 15 years of experience teaching Earth Science in the Yonkers Public Schools. She founded an after-school drama program at the Barack Obama School for Social Justice that empowers students through arts education, leadership development, and collaboration. Her work emphasizes student voice, creativity, and hands-on learning both inside and outside the classroom. In recognition of her impact, she was named Yonkers Teacher of the Year in 2023. Jessica brings a strong commitment to youth engagement, arts access, and community connection to her role as a board member of The Hogue Foundation.

 Elaine Morgan is a lifelong Yonkers resident and community advocate with over 23 years of experience advancing health equity and supporting underprivileged populations. She volunteers as a community advisor and mentor, educating residents on health resources while guiding college-ready youth through academic preparation and post-secondar

Elaine has also led environmental justice efforts through the Point Street–Ravine Avenue Community Coalition and previously served on the City of Yonkers African American Advisory Board in leadership roles.  Alex Bess is a law enforcement professional, military veteran, and community advocate with a strong commitment to youth mentorship and community engagement. Alex served as a Combat Military Police Officer in the U.S. Army National Guard and has worked in law enforcement with the City of Mount Vernon and Yonkers Police Departments since 2

 Alex Bess is a law enforcement professional, military veteran, and community advocate with a strong commitment to youth mentorship and community engagement. Alex served as a Combat Military Police Officer in the U.S. Army National Guard and has worked in law enforcement with the City of Mount Vernon and Yonkers Police Departments since 2014. A dedicated supporter of youth development, Alex has been actively involved with the Police Athletic League and the Yonkers Police Initiative, and revitalized the Yonkers Police Cadet Program to mentor and prepare young adults for careers in public service. Alex also brings a creative and culturally informed perspective to outreach and programming through experience in the music industry. Alex is committed to strengthening community partnerships and expanding equitable opportunities for youth through service on the board of The Hogue Foundation.

A husband and father of two, Tyreef is committed to youth development, mentorship, and leadership through education, sports, and community engagement. He brings a strong sense of responsibility and service to his role as a board member of The Hogue Foundation.

Shandia Fryer

 Shandia Fryer is a Yonkers native and education professional serving as Operations Manager for The Hogue Foundation. She holds a master’s degree in liberal studies and is currently pursuing a second master’s in special education at Lehman College. As a Transition Specialist at Greenburgh Academy, Shandia supports students in preparing for independent adulthood through academic, life, and career readiness planning. In her role with the Foundation, she helps oversee daily operations and supports programs that expand access to resources for youth and families. Shandia brings strong organizational leadership, compassion, and a deep commitment to youth empowerment to the Foundation’s work.
